Electrical Power Plant and Fuel Storage Project

In late 2025, Napata helped developers and architects convene a regional partnership around electrical power and fuel storage infrastructure tied to Camp Lemonnier in Djibouti City.

The Field

Expansion pressure created a partnership problem before it became a construction problem.

As Camp Lemonnier began expanding capacity, the need for an electrical power plant and a fuel storage facility became a priority. A contract bid was awarded to BL Harbert, and Napata helped convene the local, regional, and international relationships needed to support early project development.

Initial support areas
  • Compliance and safety review audits
  • Work-site planning and management
  • Workforce development and training

Operating Model

Three workstreams carried the engagement.

01

Partnership Development

Napata coordinated engagement among the project owner, BL Harbert International, and engineering, construction, and workforce development teams so structured regional relationships could take shape.

02

Communication Strategy

A transparent step-by-step communication rhythm supported decision-making, stakeholder confidence, and consistent responses across international time zones.

03

Capacity Analysis

The team assessed readiness across workforce deployment, worksite support systems, and heavy equipment transportation and servicing requirements.

Engagement Graph

What the early-stage organizing had to hold.

The work required Napata to keep multiple forms of complexity visible at once: geography, communication pace, compliance planning, and the socio-political environment around regional development.

Continuous communication turned a complex international environment into a manageable decision rhythm.

Observations

Accuracy became an operating discipline.

Partners had to anticipate changing social conditions, recognize what sat outside their locus of control, and use short-term successes to keep longer-term development interest alive.

Broad issues and risks
  • Community engagement remained limited in the preliminary stage.
  • Time-zone differences increased the need for in-person collaboration at key moments.

Outcomes

Two practical outcomes emerged from the partnership work.

Infrastructure Collaboration

The engagement clarified how large development projects can affect developing communities and how public-private support can be calibrated for sustained capacity management.

Project Development Framework

Napata helped establish a scalable model for future infrastructure initiatives across Djibouti and the broader east African region, including a proactive approach to regulatory and community-based relationships.
